This article presents the theoretical foundation and elements for discussion regarding the (in) capacity of implementing educational public policies by the Municipalities in Brazil; and describes programs, projects and actions implemented in the Municipality of Miracema do Tocantins, resulting from the PME, such as the implementation of public educational policies. We are guided by the qualitative approach, which, according to Silva and Menezes (2001) considers that there is a dynamic relationship between the real world and the subject, that is, an inseparable link between the objective world and the subjectivity of the subject that cannot be translated into numbers [...]. We performed a bibliographic review that for Lima and Mioto (2007) implies an ordered set of procedures for searching for solutions, attentive to the object of study, and that, therefore, cannot be random and documentary research supported by Gil (1999). The results point to financial and technical dependence of the Municipalities on the part of the federal government is a historical problem, supported by several factors, among them, the linking of programs, projects and actions carried out through the Plan of Articulated Actions (PAR).
