The purpose of the research was to analyze the contexts, implications and results achieved by the Program of Support for the Restructuring and Expansion Plans of the Federal Universities (REUNI), instituted by Decree nº 6.096/2007 and developed between the years 2007 to 2012. Considering that the implementation of REUNI was carried out in different ways depending on the institution, this paper investigates the process of implementation of REUNI, from the experience of three Federal Universities. This is a bibliographic and documentary research, through the analysis of data released in federal government management reports and documents published by universities. The results show an effort by the institutions to adjust to the guidelines of decree. The REUNI program provided a period of expansion for federal universities, providing an increase in the budget with a predetermined period, increased the number of students, courses and infrastructure of Federal Universities. However, after the end of the program, the financing of program has ended and the institutions' budget has been reduced year after year, which makes it difficult to maintain academic activities.
