Abstract

BRAZ, Terezinha Pereira  and  FERNANDES, Maria Dilnéia Espíndola. Decentralization programs of financial resources: a study of a selected school (2007 to 2018). J. Pol. Educ-s [online]. 2020, vol.14, e74102.  Epub Dec 01, 2021. ISSN 1981-1969.  https://doi.org/10.5380/jpe.v14i0.74102.

The objective of the paper was to analyze the amount of resources received by a state school of Mato Grosso do Sul, by means of decentralization programs, from 2007 to 2018, as well as the effects that such programs have had in the school work environment. During the period, the school selected for the study operationalized six decentralization programs, one at state level and five in the federal sphere. The investigation included the education legislation and financial data regarding the programs operationalized in the school found in documents from the Secretary of State for Education. The programs, which aimed to decentralize the financial resources provided to the school, were supported by the premise of democracy in educational management. It was not possible to infer whether the volume of resources operationalized in the school would be sufficient to meet the needs of the social function of education. The effect was that the operationalization of the programs changed the school’s dynamics and work processes.
