Resumen

The study intends to analyze the implications on the policy of the National School Feeding Program (PNAE) with the recent extinction of the National Council for Food and Nutritional Security (CONSEA), as a national body of social control for the production of healthy food free of pesticides, as well as its influence on the full functioning of PNAE. The analysis was developed from the bibliographical review of authors who have studied about social control, school feeding educational policy, and the following laws: Provisional Measure nº 870/2019, Federal Constitution / 1988, PNAE (law 11947/2009), documentary and data analysis from the National Sanitary Surveillance Agency (ANVISA) and from the Ministry of Livestock and Food Supply (MAPA). As a result, it was noticed that, despite CONSEA's troubled institutionalization trajectory, its performance was fundamental in pursuing the right to safe and healthy food, especially by means of the PNAE. Its extinction is intimately articulated with neoliberal, neoconservative policy of loosening the use of agrochemicals on food production, including school feeding, a ruralista opposition’s old agenda, against which CONSEA had been working.
