Resumo

This article elects as its central objective to analyze the process of transformation of higher education in Brazil, considering the expansion of access to this level of education in the Governments of Fernando Henrique Cardoso (1995-1998; 1999-2002), Luís Inácio Lula da Silva (2003 -2006; 2007-2010) and Dilma Rousseff (2011-2014; 2015-2016). For this purpose, primary sources were compiled, through the National Institute of Educational Studies and Research “Anísio Teixeira” (Inep), as well as secondary sources, the literature on the theme. In the first section, we present the reforms in the field of higher education in Brazil since the 1990s, considering the processes of privatization and commercialization. In the second section, we highlight the proposals of the Lula and Dilma Governments for higher education from the 2000s. As a conclusion, it can be stated that there was an intense process of expansion of access to higher education in the period considered. In this context, it was noted that the FHC Government had as its characteristic feature the process of expansion of private initiative and transformation of education into merchandise. On the other hand, the Lula and Dilma Governments focused on investment in the public and private sectors, not completely breaking with the previous idea.
