Abstract

This paper presents a communicational approach, based on Niklas Luhmann's systemic theory and Eliseo Verón's discursive theory, for understanding the organizational strategy of a public educational institution in the Brazilian Federal District. This approach enabled the exploration of communicational elements, which were articulated through a theoretical model that emphasizes the symbolic and semantic dimensions of the organizations' strategic processes. Institutional documents, the multiannual project, and the annual report were analyzed, and six semi-structured interviews were conducted with managers. The results indicate the deviations, paradoxes, and conflicts inherent to the systemic condition of the organization. Institutionalized practices and discourses indicate the difficulties of strategic processes, including the absence of formal planning routines. Objectives and goals are generally perceived as a form of control.
