Abstract

This paper presents a study of the “Future-se” Program, created by the government MEC (Ministry of Education) as a proposal for university’s reform, in August 2019, analyzing the program’s perspectives regarding the democratization of the higher education. We confirm that program get it a privatist configuration, by transferring, to the Universities, the responsibility for raising funds from the market in order to maintain their activities, that induces the pulling out State's responsibility for IFES financing. This polices transgresses Public Universities’s autonomy principles because allowing social organizations to manage resources and programs implementation by subjecting university funding to market logic. Likewise, this program does not include mentions to propose the expansion of vacancies and maintenance of structuring programs for IFES, accentuating the process of privatization of the public university and blocking the advances occurred in previous governments regarding the democratization of higher education. We conclude that the only way for the reestablishment of formal democracy, interrupted by the 2016 institutional rupture, is the popular initiative ., making it possible to revert social retrocessions imposed on Brazilian education by the current ultraliberal agenda defend by the extreme right federal government.
