This article aims to highlight, based on contextual elements and the situation of higher education both in Brazil and in the state of Goiás, how the policy of university scholarships was instituted in the set of actions and political strategies in the search of ensuring enrollment in Higher Education Institutions (HEI), especially private ones. In this sense, it has become a State policy undertaken in the process of expanding the higher education network. Based on the research, this article brings a brief discussion on the expansion of higher education in Brazil, taking the state of Goiás and the State University of Goiás (UEG) as institutions to highlight the problems arising from the issue in question. It deals more closely with the University Scholarship Education Program (USEP), an action of the state government of Goiás, which is aligned with public policies on university scholarships and presents its specificities and challenges.
