This article shows the results of a research on the translation of the Inclusion Policy of people with disabilities in Higher Education in a Federal Institution of Education, Sciences and Technology. The objective was to analyze national documents as the text of National Policy for Special Education on the Perspective of Inclusive Education and seven other laws and decrees regarding inclusive policy for people with disabilities that had access to Higher Education in the last ten years (2008-2017). Considering the perspective of a qualitative research and of a theoretical-methodological approach founded on the policy enactment theory proposed by Ball, Maguire and Braun (2012, 2016), the data collection from the text occurred by finding the parts in which the texts would address the inclusion in Higher Education. A posteriori, it was possible to create four analytical axes. The reflections about production contexts of the texts of the National Policy for Special Education on the Perspective of Inclusive Education allowed us to identify six paragraphs in which the texts would refer to Higher Education. The main concepts observed in the texts were the guarantees of conditions to assure the public’s access to Special Education in Higher Education, the actions that promote the equal opportunities and the offer of services and resources to eliminate barriers and to promote inclusion.
