The objective of this study was to analyze the political dynamics that triggered fundamental changes in the institutional path of school feeding policy in Brazil, as well as to differentiate the phases that the program has assumed in its history and the processes of change that have occurred among them. In this sense, the effort spent aimed at identifying the main determinants (political and economic) of the institutionalization (process of formation of normative standards) of the PNAE, emphasizing its conjunctural specificities regarding the assumed intervention patterns, especially regarding financing strategies, interfederative coordination and definition of suppliers. Four remarkable phases have been identified since the 1950s, when the subject first entered the federal agenda. The institutional changes that occurred followed an incremental path, associated with endogenous and exogenous factors that focused on its regulatory dynamics. The theoretical contribution of historical institutionalism allowed a refinement of the analytical framework of the processes of change between each of the indicated phases.
