This article results from a research conducted in order to analyze the role of school councils in the implementation of Democratic Management in public education in schools of the state network of Maranhão. It aims to present the perception of school counselors about the management model adopted by the schools they work, considering that the normative reordering established from the Federal Constitution of 1988, the democratic management of public education is one of the principles established to guide the actions developed by educational systems and school institutions. The research approaches the performance of school councils in schools that integrate the Regional Units of Education - URE - São Luís do Maranhão. The methodological procedures adopted for the development of the research were the bibliographic, documental and field review, using the qualitative method. As an instrument of data collection, a questionnaire was applied to the members of the school councils. The results indicate that according to the perception of the councilors, public schools act through an ideological condensation in relation to the principle of school management, in this sense it reaffirms the need to strengthen the instances of participation and democratization of public schools, creating mechanisms for autonomous and representative participation, investments in the training of councilors and strengthening the principles of democratic management in the daily lives of schools.
