Abstract

The article problematizes the construction and the main conceptions present in the student assistance policies elaborated in the period known in Brazil as "neo-developmentalism" (2002-2016). In this sense, we sought to discuss the elaboration of the National Student Assistance Program (PNAES) and the National Student Assistance Program for State Public Higher Education Institutions (PNAEST). We point out to the differences and convergences between these policies and their articulation with the conception of assistance proposed by the Brazilian State in the context of an expanding higher education. The methodology used in the work was bibliographic research and document analysis, using a qualitative approach. The research results indicate that the student assistance policies, implemented through the PNAES and PNAEST programs suffered contradictions and impasses and contributed to expanding the privatization process in Brazilian public HEIs.
