The present study aims to analyze the mechanisms of insertion of private logic in the collaboration regime between the federal government, the market and the municipalities. The methodological option is based on the qualitative approach of theoretical-bibliographic and documentary characteristics. It approaches the assignments/responsibilities of the municipalities from the federative prerogative that sustains, which implies joint collaborative action, however, in the in subordinate condition by a central government. The growing movement is evident of assumption by the public administration (federal and municipal) to the model Education Development Arrangements like way to decentralization/transfer of public management, in the terms of educational policies, for the private/mercantile sector.
