The article deals with democratic management in the educational field. The objective is to analyze the Municipal Education Plans (SMEs) of the northern region of Tocantins, considering the coherence with the national and state education plans, as well as their specificities and prospects for implementation. The work was carried out through a documentary research and bibliographic review. SMEs and their respective monitoring reports were the main basis for data collection and analysis. It was found that the democratic management of education, although present in the principles, goals and strategies of all the analyzed municipal plans, in essence, has not yet become reality. The commitments made in the planning indicate a general adherence to the national plan, largely without connection with the local reality. The managers of the teaching units, for the most part, are chosen without any explicit criteria, by the head of the executive branch.
