Abstract

This article aimed to present an overview of the knowledge produced about education city councils in theses and dissertations available in the CAPES database, in the period from 2009 to 2018. The time frame used was from 2009 to 2018. Methodologically, the research has character qualitative and was carried out from a literature review, with which 38 works were located, based on the search criteria considered. The analysis of the studies was performed by reading the title and summary of the studies, based on the following categories: (1) Implementation and ordinary performance of municipal councils, disarticulation between means and ends; (2) Actions of municipal councils in mediating between specific educational policies at federal and municipal levels; (3) CMEs' lack of autonomy and its implications for the quality of education.Among the results, it is noteworthy that CMEs present many practical challenges in the exercise of their daily functions. Of the most outstanding, the “bureaucratic character” is pointed out in the works as a major brand that prevents or hinders the implementation and performance of the activities of this institutional body. Still, we emphasize that public policy practices must be directed towards an ethical horizon, which, in addition to promoting equity, should enhance the subject and the recognition of his humanity.
