The article informs and analyses the evolution of the number of state, municipal and private enrolments in basic education in its various stages and modalities from 2005 to 2019 in the state of Rio de Janeiro. It suggests caution with the data because it observes very large fluctuations from one year to another and finds unconstitutionalities of the state government by reducing early childhood and elementary education at least since 2005, resulting in a significant state drop in the early (-99%) and final years (-57.3%) of elementary education, high school (-28.7%), adult education in the period. The consequence was a greater private presence, which grew in the early (+39%) and final years (+14.7%) of elementary education, day care centers (+96.9%), although it decreased in preschools (-16.6%), adult education and high school (-9.6%). In basic education as a whole, state share fell by 51.4%, municipal by 8.9%, but private participation increased by 19%.
