The first stage of basic education, early childhood education, has gone through periods of transformation throughout history. These changes impacted the training of professionals who work with children aged 0 to 5 years in Brazil. Thus, this research was developed in the Pedagogy Course of the Federal University of Mato Grosso do Sul (UFMS) - Naviraí Campus in 2020. The theme addresses the process of teacher professionalization in a municipality in the southern state of MS, Mundo Novo, which borders Paraguay. The research was carried out in two early childhood education centers and aimed to analyze the right to education of children from nurseries and kindergarten with professionals who work with this age group. The research methodology was carried out through the analysis of documents such as the Municipal Education Plan of Mundo Novo (PMEMN), the Law of Guidelines and Bases for National Education, Law No. 9394 of 1996, and the National Curriculum Guidelines for Early Childhood Education - DCNEI 2010, in addition to semi-structured interviews with professionals who work in institutions with and without training. This study showed that the requirement of a minimum necessary training for professionals who work in nurseries and kindergarten is a latent issue today, which generates conflicts between monitors, attendants, and teachers of early childhood education institutions.
