This paper searched for pointing challenges which emerge from democratic management of public education in Brazil. To understand it, legal marks were studied, as well as historical, political, and social aspects, further educational indicators. The current National Education Plan, the 3rd Cycle Monitoring Goals Report on the National Education Plan 2020 were used as investigation material. Other study sources complemented the theoretical research. The study searched for understand the subject from a dialectic perspective without losing sight possible solutions for the challenges found. Some solutions are pointed, despite the consciousness that they should be build, whenever possible, in a collective way. Democratic management of public education is hence a big challenge to be overcome by society involvement and participation, and the organization of the whole Brazilian State as well.
