The purpose of this article is to analyze Municipal Education Plans (PMEs) of the cities of Mongaguá and Itanhaém, municipalities that make up the Metropolitan Region of Baixada Santista (RMBS) in the state of São Paulo, Brazil. The goal is to identify textual elements of the cities' PMEs, considering that the PME is the guiding and determining document of public educational policies at the municipal level. In order to corroborate the analysis, documents that deal with and regulate the functions of management and access to the position of school principal are also used, since the forms of admission, selection and choice of these players are fundamental to guarantee democratic management of the school and, therefore, of teaching. Documentary research is used as a methodology, carried out on the website of the analyzed municipalities and of the municipalities that make up the RMBS. Results show that there is great textual proximity with what is proclaimed by the National Education Plan (PNE) containing only a few adjustments in order to contemplate local specificities.
