The article discusses transnational instruments for regulating education and analyzes the metrics used in a comparative study of school facilities.The subject of the analysis is the reports of the School Resource Review, a project of Organization for Economic Cooperation and Development (OECD), signed by three Latin American countries: Uruguay, Chile, and Colombia. In light of the theory of public action, a documentary study was conducted on the OECD policies for these countries. The hypothesis states that as metrics for a comparative study are established, undesirable patterns of offer conditions for various countries are also revealed in the reports. Thus, political advice provided by the project acts to establish a set of procedural guidelines for poorer-performing countries to implement specific management actions that, in theory, would bring them closer to more successful outcomes.
