The present article aims to analyze the construction and the consolidation of the agenda that is based on the technical rationality for programs of initial and continued training of Angolan teachers in the period of 2010-2020. To this end, it focuses on examining the Project Education for All (PAT), implemented since 2013 through funding and technical assistance from the World Bank and the Calouste Gulbekian Foundation. The article presents data on pedagogical instruments that attribute teacher training to the institutionalization of the pedagogical-mercantile competency agenda, to the rules of the New Public Administration. Thus, in Angola, in the analyzed period, the rationality occurs by endogenous and exogenous means, in which international institutions promote the installation of interdependency when tracing national plans from global guidelines to deal with problems that demand international cooperation and/or alignment of national policies. The PAT, in turn, institutionalizes and directs the initial and continued training of teachers and managers to the international project of the right to harmonization learning for the control and effectiveness of results on a large scale.
