Resumo

The scientific article is the result of an ongoing doctoral thesis, in which reflections on educational planning are made, with the monitoring and appreciation of the National Education Plan (PNE) as part of this process. The study aims to analyze the challenges of implementing the PNE as a means of educational planning in Brazil; to discuss the concepts of monitoring and evaluation, to approach the limits and possibilities of action of educational councils in this process and to presente current challenges to recover a democratic educational project. It is are search with a qualitative focus, of the documentary type. The main theoretical bases are: Dourado (2010; 2013; 2016; 2017), Santos and Scaff (2021), Scaff and Ferreira (2019), Bordignon (2009; 2013; 2014) and others. It is defined as the main corpus of analysis the Ten-year Education Plan for all 1993, The Constitucional Amendment number 59/2009, the Law 10.172/2001 that passed The PNE 2001-2011 and The Law 13.005/2014 which approved the PNE 2014-2024. It is confirmed that the current process of dismantling the educational policy which was implemented, mainly from 2016, marked an adverse situation that started from the neoliberal and neoconservative principles which reached the purpose of goals because of a social project which responds more to the hegemonic ideas of capital. It pointed out the current challenges to restore a democratic educational project that guarantees an education for all.
