Abstract

This article seeks to understand how different State Departments of Education dealt with the distribution of food to students during the Covid-19 pandemic when Bolsonaros federalism (ABRUCIO et. al, 2020) weakened federative coordination and increased the public policies fragmentation and territorial inequality. For this purpose, we compare two case studies – Rio Grande do Norte and Paraíba – chosen for similar characteristics, but with opposite outcomes to facilitate the identification of the explanatory factors of the results. The applied literature of reference is neo-institutionalist and sought to verify how the relationship between institutions, organizations, and interest groups influences the final design of public policy. The results show that in addition to the emergency character and low articulation of the Federal Government for the definition of actions, interaction spaces within the public administration influenced decision-making processes in the states, making them follow already known paths. With this, the text proposes reflections on how this factor can be considered in the design of public policies and discusses the extent to which the lack of coordination can aggravate previous inequalities.
