Resumen

KANNO, Danilo  y  DOMICIANO, Cassia. Conditions of educational provision in Goiás state schools that have adopted the Acelera Brasil Program: implications for the Human Right to Education. J. Pol. Educ-s [online]. 2023, vol.17, e86851.  Epub 11-Oct-2023. ISSN 1981-1969.  https://doi.org/10.5380/jpe.v17i0.86851.

In this paper, we located and selected the schools that offered the initial years of elementary education in Goiás and had Acelera Brasil as a school flow regularization program for students with age-grade lag in the range from 2007 to 2014, an interval that goes beyond the one with direct action by the Instituto Ayrton Senna, accorded by the Technical Pedagogical Cooperation Agreement n. 30/2012, which had its start in 2012 and ended in 2014. The article derives from documentary analysis research, with the analyzed schools being intentionally selected from the school census microdata. This investigation is linked to the project “Analysis of the mapping of basic education privatization strategies in brazil: actors, programs, and consequences for public education”, with financial support from FAPESP. The goal was to analyze Acelera in schools that had the program from what Garcia et al (2021) called general conditions for the provision of education, considering building structural facilities and availability of equipment in order to identify the possible implications for the realization of Human Right to Education (TOMASEVSKI, 2001; 2004; XIMENES, 2014). As a result, the persistence of age-grade distortion is indicated in schools where Acelera was found more than once and even though better conditions were found in schools having Acelera, these were not followed by a lowering in the rates of age-grade lag that is the goal of the program. In this sense, it is understood that there were negative consequences for the realization of the HRE considering the fundamental characteristics of this right namely, availability and accessibility.

Palabras clave : Human Right to Education; Privatization; Acelera Brasil-GO; Educational Offer.
