Abstract

ADRIAO, Theresa  and  ARAUJO, Felipe. Privatization of education in the context of financialization of the economy: the induction of private educational offer by investment funds. J. Pol. Educ-s [online]. 2023, vol.17, e86124.  Epub Oct 11, 2023. ISSN 1981-1969.  https://doi.org/10.5380/jpe.v17i0.86124.

This text aims to explain the growth strategies of the private educational offer in Brazil, to analyze the induction of investment funds in this offer and its implications in the process of privatization of basic education, having as a time frame the period between the years 2005 and 2020. It is based on the theoretical assumption that privatization is characterized by the transfer of responsibilities, resources and assets from the public sphere to private organizations, whether for profit or not (BIELFILD and LEVIN, 2002), as well as that the privatization of basic education materializes focusing on three dimensions of educational policy: offer, management and curriculum (ADRIÃO, 2018; 2022). This qualitative research made use of bibliographic review and document analysis in primary sources, which made it possible to identify that the process of financialization of the economy has deepened the condition of private educational offer as a commodity (in view of the recent negotiations between Eleva and Cogna) to the detriment of the human right to education, and that the process of privatization of education has sometimes been induced by a “liberalization” caused by normative deregulation regarding the performance of private actors (LEVIN, 2001; BIELFILD and LEVIN, 2002) . Thus, it is highlighted that the guarantee of the human right to education is under constant threat, since the process of financialization has expanded to the educational field.
