Education is a human right. It’s essential to exercise the other rights and also human dignity, in the same way it refers to the responsibility of the States for its fulfillment. Latin America and the Caribbean have been plagued by historical inequalities that are reflected today in their entry into economic globalization, which has shifted the meaning of education towards creating value in the labor market.
