Popular and youth and adults education are subjects that may look like identical for the casual audience. In a general way, the arguments are that the target is the same and the responsibility of those who dedicate themselves to these activities only reduces the drama of unprivileged population that were not able to attend school at the right age. This almost immediate identification between one and another and the social exclusion processes does not happen accidentaly. However, for educators who dedicate themselves to these modalities, despite their similarities, including their own paths, these are not the same kind of practices, neither the same people. What binds them is their origins and the fact that they are both secondary  themes of political-educational interests in all of the last brazilian governments. The identification of concrete problems, epistemological, political and social in the pedagogical propositions and practices, still has not produced new government policies neither the recognition of the necessary changes. We still have to discover and create new acting ways closer and more compatible to our discourses and new ways to make policies and education that will contribute for democracy, horizontalization of relationships between different social groups and social emancipation.
