The human rights education (EDH) has been advancing in the last decades in many countries, following international guidelines for the area. The National Action Plan for Human Rights Education (PNEDH, 2003) which is a set of actions in formal education which was developed in Brazil. In 2010 the Department of Continuing Education, Literacy and Diversity of MEC and the Human Rights Secretariat of the Presidency supported the State Education Department in developing action plans for human rights education. The analysis of this reality and monitoring of the proposed actions are critical to the expansion and/or reorientation of this project in order to contribute to the EDH as if IT institutionalizes public policy. This article discusses the advances and limitations of EDH in Brazil, from context as well as its development process, based on the literature, documentary analysis of PNEDH as well as the Action Plans.
