The issue of digital inclusion is almost always taken from the problems related to technological appropriation. In the case of people with special needs, beyond the appropriation, technology development is focused on the idea of disability and taken as a possibility for normatization. This paper discusses the issue of digital inclusion and assistive technologies in relation to the tensions that are produced from a bilingual perspective. Based on an exploratory research with deaf people, the results reveal some strategies adopted by deaf revealing the potential that information technology and communication have for the development of written Portuguese language as a second language. The result points to the bilingual perspective and ICTs as a transformation scheme capable of guiding digital inclusion policies oriented by own communicative power of deaf people.
