This article presents results of research whose objective was to investigate the process of shared educational management of the policies of Youth and Adult Education (EJA) of Bom Jesus da Lapa, Bahia, Brazil. To understand the local public sphere, elements of Habermasian critical theory were used. The qualitative research is the result of an exploratory case study, based on the collection of information through documentary analysis of the Municipal Education Plan (PME 2015-2025) and semi-structured interviews with institutional and social actors in Bom Jesus da Lapa. The analysis of the information complexity pointed out ways to overcome management problems, orienting public educational institutions in general to constitute guidelines capable of generating a consensual plan of articulation between institutional actors and social actors around the construction of EJA policies.
