Abstract

This study aimed to map Brazilian government programs and scientific production on public inclusion policies in the first three years of life. The survey of the programs took place through the websites of the Ministries of Education, Health and Social Development, in turn scientific production through a review of theses, dissertations and articles. We concluded that both programs and literature direct little specific attention to children from zero to three years old with disabilities. Social Assistance seems to be the sector that has invested the most in proposing programs for this public, while Education has published the most studies in the field, predominantly on school inclusion policies. It is emphasized the urgency of proposing and evaluating intersectoral public policies for this population, which aim the inclusion more broadly, providing favorable bases for the development of infants and young children.
