Abstract

This article shows a part of a research that intends to analyze the National Program for Access to Technical Education and Employment (Pronatec) and its operationalization on a campus of the Federal Institute of Espirito Santo (IFES). The article intends to put in doubt the perspective of social and productive inclusion that appears in the aforesaid governmental program to the publics said to be "in a situation of vulnerability and social hazard". The informations of the program's offer shows the predominance of professional qualifications courses, unconnected of the escolarization, planned to this population. By that informations, with the legislation study and with authors like Foucault (2008a), Veiga-Neto and Lopes (2007, 2011) and others, as well as interviews with the program's active professionals, we take into account that the conception of inclusion that appears in Pronatec bring up to date the principles of a neoliberal rationality, configuring it as a poverty management procedure, of individualization of the social issues, of the denial of the right to education for youth and adults, strengthening the market formation.
