The purpose of this study is to analyze the process of the rise and consolidation of the discipline of History of Education in the curriculum of the Brazilian Normal School, with particular examination of the situation experienced in Minas Gerais, Brazil, in the period between the Francisco Campos Reform (1927/1928), on the state level, and the Primary and Secondary School Reform (Law 5.692/1971), on the federal level. Among other disciplines, the History of Education comes to be part of the normal course by means of the Francisco Campos reforms to meet the need for systematization of the training of primary teachers. The program profile and the purposes of the discipline of History of Education are demarcated in the form of presidential decrees that assimilate the advances of pedagogical studies and the education sciences under the influence of the "new school" ideals. The discipline of History of Education serves not only content based education, but also the methodological issues of teaching. In the 1940s, under the influence of measures adopted by Gustavo Capanema, the Organic Laws of Teaching (Leis Orgânicas do Ensino) are published. The Law of Directives and Foundations of Education (Lei de Diretrizes e Bases da Educação) 4.024/1961 will only be promulgated after a long period of discussion regarding its draft, marked by controversies among opposing groups, above all those connected with the movements for public schooling, as well as the representatives of private initiatives, most prominently the Catholics. The educational reforms during the military period transform secondary school into mandatory professional skills training, including the education of teachers directed to activity at the beginning levels of schooling, thus creating, among other qualifications, the "Specific Qualification for Teaching" (Law 5.692/1971).
