The inclusion of kindergarten units into the educational system has generated great impasses and indicated fragilities regarding the municipal policies directed towards children education. One of those fragilities is basic education teacher qualification. In this context, the object of our study is the profile of this professional, having as objective identifying the frequency of working professionals in child education institutions in a city in the state of Paraná, in Brazil, as well as the level of that qualification. Our study used quantitative and descriptive analysis approaches. Data collection was based on registry documents (reports and registration books) of seven institutions from 2005 to 2007. The results appointed avaried percentage of working teachers along the years: 2005 (44%), 2006 (32%) and 2007(20%). Regarding the qualification level, we observed a predominance of full secondary education (60%) this being the average of the years analysed. Besides that we observed a high index of professionals whose qualification level was lower than legislation requires. A high index of turn over for professionals in the institutions was also noticed. Our study allowed us to conclude: the moment demands public policies of investment in education, and those policies are not to be understood as professional hiring-wise only, but also asservice quality. Especially considering an adequation to a kind of teacher qualification recommended by the laws and a planning that translates a concern with the articulation between administrative and pedagogical levels.
