This article is guided by the interpretation of racism in a dual understanding of the peculiar aspects of the Brazilian context and constraints of secular and supranational process of racialization of the black population. The analysis seeks to highlight the participation and contributions of black social movements in the formulation of Rights and Public Policies aimed at overcoming inequalities and racial discrimination. On the basis of proposals made by researcher Miguel Arroyo is focus on the struggles and demands of social movements as sources of proposed law. The first part discusses specific passages of black social movements developed throughout the twentieth century. The following analysis focuses on the time between 1995 and 2005 reveal that joint national social movements, the March Zumbi dos Palmares 1995, the pre-conference to the World Conference against Racism 2001 and March Zumbi + 10 2005, examining the proposals of the black movements in documents generated for such events. It also discusses connections of black movements with the federal government, especially the systematic propositions from the National Conference for the Promotion of Racial Equality (I CONAPIR/2005 and II CONAPIR/2009). Concludes with a summary of the propositions and notes “accommodation of Atlanta” and “historic initiative”, expressed in distinct propositions for Human Rights, as contradictory alternatives for social movements.
