This text is the result of a study developed on the teaching of Mathematics in Parana's primary education in the 1960's. The intention is to highlight the directions given to the Mathematics teaching in this level by the Secretary of education and culture in the state of Parana from their teaching programs and official guidelines. From the analysis of the state's guidelines it was possible to establish relations among primary education in Parana with other states such as Guanabara, Rio Grande do Sul and Bahia and also with the guidelines established by the Ministry of education and culture. The official guidelines created by the Secretary of education and culture of Parana reflected the influence of productions of Brazilian-American Elementary Education Assistance Program (PABAEE) and the emergency program and very significantly the incidence of the pedagogical thought on the Mathematics teaching of Irene de Albuquerque with emphasis given to accuracy, objectivation and verification. In the study, it was identified through the sources and documents that the contents were distributed by year, but the highest predominance was in relation to the numeric field emphasizing the numeric system and the arithmetic operations. In a very clear and emphatic way it was possible to realize the use of games, activities with concrete material and the solution of problems with methodological directions adopted and emphasized in the manuals.
