In the article we analyze the perceptions that teachers and students of the Technological University of Chile INACAP (Chile) have about virtual training and different tools used in it. Some ideas on the meaning of the policy of open contents and the characteristics of the objects called learning objects are presented. Among the results we can highlight the following aspects: the possession of mobile technologies by teachers and students, which facilitates the development of open content policy, the high attitudes that teachers present about the usefulness of using ICT in the teaching-learning processes, or the tendency on the part of the students to go to open websites for access as an initial source of information. The need to establish training plans for the acquisition of digital competence of students for the evaluation of information, and the training of teachers to incorporate these resources is claimed.
