The article deals with school regulation as an instrument of reprimand and discusses gender inequality and opportunities in education, considered as a fundamental right of the citizen and an instrument for the integration of the individual in socioeconomic and political life. The study aims to expose the sanctioning mechanisms enshrined in Mozambican schools, based on an approximation of the Brazilian reality and to point out the socio-cultural constructions agreed by the communities of that country that affect educational equality, school success and the progress of students' studies. Methodologically, the research is bibliographic, developed through literature review from the perspective of democracy and school justice. In addition, it considers two aspects that underlie part of school failure in Mozambique: the first discusses expulsion as a rebuke expressed in school regulations; the second debates gender educational inequalities. It was found that, in the first aspect, the expulsion of students is prevalent, it is a sanction predominantly applied in schools, violating international and national regulatory standards that postulate the right to education. In the second, it was observed that the problems that afflict girls are considered unfair, when observed according to Educational Policies. Therefore, it is understood that the implementation of policies to assist students and the continuous sexual and reproductive education at school age, are themes that must permeate the entire Mozambican educational process.
