Resumen

The article seeks to understand, based on the thought of Antonio Gramsci, the relationship and contradictions that exist between civil society and political society with regard to the understanding of stricto sensu postgraduate courses as a possibility of continuing education for basic education teachers. To this end, bibliographic research was carried out to explore Gramscian concepts that assist in the understanding of the object, and semi-structured interviews with representatives of entities / institutions related to teacher training and graduate studies. In this way, it is observed that there are conflicts between the two poles of the superstructure, because the mechanisms that represent political society understand that continuing education at the stricto sensu level needs to move in the pragmatic direction and in a flexible format, at a distance. On the other hand, civil society entities, representative of training, understand that such training needs to be structured as a policy, with concrete conditions, theoretical, scientific and methodological rigor, regardless of the format, which guarantees the praxis. Such manifestations allow us to conclude that there is no unity between civil society and political society regarding teacher training in basic education, which causes fragmented and discontinuous public policies.
