Abstract

This study analyzed the speeches of messages of two governors of the state of Paraná, Ney Braga (1961-1965) and Paulo Pimentel (1966-1971), especially about primary public education between 1961 and 1971. The methodology was based on literature and documentary review. In addition, Foucault (2008, 2014) was taken as a reference. Regarding this author, the analysis was made from some units of discourse, among others, which were expressed by the two governors in a relational way with other units. The two groups of messages, delivered in the assembly, in different statements, contain sayings about achievements and what was planned to be accomplished, and not said. The investigation asked: what discourses are present in government messages about primary public education in the context of developmentalism of the state of Paraná between 1961 and 1971? Data from the analysis point to sayings of meaning effect, mainly because they are political speeches and publicly assumed commitments, explicit relations of power and knowledge. Among the not said, the absence and lack of recognition of the achievements of previous governments stand out. Although education was discursively in the set of messages as essential for economic development (sometimes for industrial development, sometimes for integrated development), it does not in fact occupy a key role in political discourse.
