Abstract

This theoretical-bibliographic and documental article, the result of a master's research in the field of History of Education, aims to explain the educational policy developed in Paraná, during the first Government of Roberto Requião (1991-1994) and his relationship with the Historical-Critical Pedagogy (PHC), theoretical conception that underlies the CBEPPR (Basic Curriculum for the Public School of the State of Paraná), established in 1990, and to demonstrate that, despite this achievement, the government itself started right away. a process of redirection towards citizen pedagogy, through a guiding document entitled, “Paraná: Building a Citizen School”, adequate to the current order. It was evident that the PHC was not even mentioned in the documents analyzed, that the posture of the governed was marked by the ideological discourse that permeated the educational policies of the 1990s, and that citizen pedagogy was reduced to a didactic-pedagogical proposal aimed at achieving rights. Differently from that, in line with its principles and assumptions, centered on a philosophical, epistemological, ethical, political, economic, cultural and educational proposal, the PHC is committed to workers and human emancipation. In this sense, citizen pedagogy, despite not being completely opposed to the PHC, does not overcome the fragmentation of knowledge, it does not place itself decidedly at the service of social transformation, as is the case with the PHC which was extinct during the governments of Beto Richa and Ratinho Júnior.
