The article presents a historiographical research, supported by primary and secondary sources for a documentary and bibliographic analysis in order to identify how the care of boys and girls occurred during the first three decades of the 20th century, in Paraná, with an initial focus on three institutions structured in the State Capital. The study articulates four intertwined issues: normative guidelines for the care of minors; the organization and initial construction of a state service system; the implementation of a primary school service, accompanied by the insertion in the work of boys and girls in these institutions; and, finally, the study shows the general panorama of the construction of these institutions that are no longer centralized in the Capital, being then built in the interior of the State. The study concluded that, in relation to school attendance, until the 1940s, boys and girls only had access to the teaching of first letters and, not always, with the guarantee of actually having access to it, since none of the researchers identified enrollments registered with the Secretary of State for Education. Allied to an informal and precarious education, the boys and girls were inserted in livestock, agricultural and fishing work activities with a supposed insertion in professional qualification.
