This article deals with schooling aimed at inserting young people into the job market and with documents and agreements, at national and international levels, that base decisions related to training to achieve decent work for youth. The documentary analysis takes place with the evaluation of the National Program for Access to Technical Education (Pronatec) as a Professional and Technological Education policy created in the first government of Dilma Rousseff in 2011. It is established as a research problem the relationship between Pronatec and the commitments assumed by the government in the period from 2011 to 2014, with regard to qualification aimed at entering the job market and the future social emancipation of young people. To this end, the policies of the national period are contextualized internationally and indexes that precede and follow the period from 2011 to 2014 are presented from the IBGE's Synthesis of Social Indicators (2012, 2015, 2016, 2017, 2018, 2019 and 2021) and the Cadernos de Estudos Social Desenvolvimento em Debate, numbers 19, 24 and 27, developed by the Ministry of Social Development and Fight against Hunger. Over the years, Brazil has been marked by advances and setbacks in the guarantees of labor rights and by the disparity in the provision of schooling, in particular, Vocational and Technological Education offered to young people from low-income families and that this dynamic has a direct influence. in placements in the formal labor market.
