The Brazilian Educational Opportunities Index (IOEB) is an indicator that quantifies the contribution of each municipality or state to the educational success of its residents. This index is derived from a weighted combination of input and outcome measures, controlled by the familial context. This article aims to analyze the algorithm underlying the IOEB, as well as the results obtained by the municipalities in Espírito Santo, assumed as units of analysis. The research employs a mixed-methods approach, commencing with a qualitative phase through documentary research on the indicator, followed by a quantitative phase involving descriptive and inferential statistical analyses. The results reveal the intricate structure of the IOEB algorithm, aligning with the goals set by the National Education Plan for the decade. Analyses of educational outcomes in Espírito Santo demonstrate a significant correlation with the results of the Basic Education Development Index. Furthermore, they highlight marked disparities in the distribution of indices among municipalities, despite recent advances. The Southwest Serrana microregion stands out for its superior educational results, while municipalities at the northern and southern extremities require substantial improvements to ensure the right to learning, in accordance with constitutional principles. Attention is also drawn to the high proportion of enrollments in municipalities with limited educational opportunities, unable to progress in the index. In light of these results, special attention is recommended for state-level educational managers and policymakers, particularly for these municipalities, aiming to contribute to the enhancement of the educational system within the state;.
