This article is part of the field of policies for the training of literacy teachers. The general aim is to analyze the National Agreement for the Literacy in the Pacto Nacional pela Alfabetização na Idade Certa (PNAIC) in order to identify the theoretical references that are present in the Portuguese Literacy books. The analysis focus is to investigate how those books show the theoretical discussion about the learning process in the literacy field. The results demonstrate that the theoretical perspective of the training books of PNAIC are based on the “constructivism” and “socio-interactionism” in combination with the Historical-cultural Theory (THC).
