Abstract

This paper analyzes the budget estimated in the “Lei Orçamentária Anual” (LOA) [Annual Budget Law] of Bahia State Government for the project of college entrance exam preparation course “Universidade Para Todos” (UPT) [University for All], from 2016 to 2018. A parallel analysis is also made, relating this budget to the number of vacancies offered by the project in the same period, according to the expected student selection calls. The course UPT intends to train final-year students and/or graduates from public high school in Bahia, aiming to increase their competitiveness in selective processes of access to higher education and, consequently, their approval. Therefore, there is contextualization of educational public policies and discussion about the law that created the project in evidence. In this study, the methodological perspective of bibliographical review on the subject and documentary analysis is adopted, based on the analysis of quantitative data present in LOA and in the selection calls for the project participants. Results show that the investments are significant, even with cost containment, benefiting thousands of people every year.
