Abstract

Higher education has attracted the interest of several researchers worldwide in recent decades, especially since the democratization and inclusion processes that have provided greater opportunities for citizens to access more advanced levels of education. Brazil and Portugal are part of this scenario. Given the historical particularities and the contemporary context of higher education systems in these countries, it will be the objective of this article, based on a bibliographic survey, to present reflections on the indicators of the expansion that occurred in the higher education system in Brazil and Portugal, namely the relations between democratization, equal access, equity of processes and results of effective inclusion. In addition to these points, the internationalization policies that have influenced the insertion of higher education in an increasingly complex and competitive world context will also be the object of reflection.
