Abstract

This article addresses the democratic management in the State Education Plan (PEE) of Maranhão, Law no. 10.099/2014, aiming to analyze the initial implementation phase of goal 20 and the strategies to ensure effective democratic educational management within a two-year period. This is a qualitative and quantitative bibliographical, documentary, and field research conducted with the former state secretary of education and the technician responsible for the PEE. The results underwent content analysis and were interpreted in the light of different theorists and the current legislation. The PEE goal 20 implementation process was initiated in 2015, regulated by decree and public notice with established criteria for selecting the managers of state public schools. However, the initial phase was not fully implemented, indicating challenges that demand other actions to consolidate the goal and its strategies within the 2014/2024 term of the PEE.
