This article aims to understand neoliberal ideas influence on early childhood education policies, including Base Nacional Comum Curricular (BNCC) and their consequences for that formation. It is an analysis documentary, which starts from historical resumption brief education for children, as a way to contextualizing and to become real legitimizing process of the right in the 1988 Federal Constitution. The study shows neoliberal political and economic context, as well as commitments signed by multisided country organizations influenced educational formulation policies for Early Childhood Education, contradicting democratic principles for equality right to education with quality to overcome social injustices. It is concluded that power state decentralization is a challenge given financial inequalities between municipalities, in addition to concern match teaching through goals to learning and development, as proposed by BNCC, which compromises the democratic principles and autonomy in a curriculum construction.
