The article analyzes the inclusion of children with special educational needs (SEN) in Early Childhood Education institutions located in a small municipality in the south of Mato Grosso do Sul (a State in Brazil’s Central-West Region), in 2016. The qualitative approach was used as method; bibliographical, documentary and field research, through a case study, were used as procedures. For data collection, semi-structured interviews and systematic and non-participant observation were performed. During the research, only four children with SEN were found included, none of them aged less than 3 years old and most of them with physical disability. Specialized educational service is conditioned to the clinical report. Instead, collaborative teaching and early stimulation appreciation should be taken in consideration as a way to enable the broad development of these children.
